I had what sounds to be a similar issue when I got a new monitor, the screen resolution wouldnt change and everything was in a smaller screen with black around it. What I did is I updated drivers and for some reason they didnt update untill I went into my Video Cards settings/nVidea Control and it magically worked (all I did was double click the icon and it somehow worked).
