What about increasing spawn rate in EF and RH

 

At the top of the map some lower mobs like orcs, skels, etc

 

And further to the bottom some higher mobs like golems etc

 

So for the lower levels there is a nice place to level, next to PL

Yes, this seems to bo a good idea since sometimes its hard to level in PL when the entrance is being camped by raiders.
