If not every rare is for sale, it could make gaming in general and hunting in particular more fun! Take Sword of Medusa for example, yes it's overpowered, but if it is bound to a character that power can be controlled. Also, the fact that the weapon cannot be sold, unless the account containing the character that wields it is sold, would make it all the more desirable.
